According to Article 107 of the Federal Law of December 29, 2012 No. 273-FZ "On Education in the Russian Federation", recognition of a foreign education and (or) a foreign qualification is understood as an official confirmation of the significance (level) of education and (or) qualifications obtained in a foreign state in order to ensure their holder's access to education and (or) professional activity in the Russian Federation, granting their holder academic, professional and (or) other rights provided for by international treaties on mutual recognition and (or) the legislation of the Russian Federation.
Holders of foreign education and (or) foreign qualifications recognized in the Russian Federation are granted the same academic and (or) professional rights as holders of the relevant education and (or) qualifications obtained in the Russian Federation, unless otherwise established by international agreements on mutual recognition.
